Scott takes a multidisciplinary approach in examining the ramifications of multinational treaties that have proliferated since World War II. She explains that treaties are intended to establish behaviors among states but have not appeared to have made a dramatic difference in the issues they address. By examining real-world treaties, such as those relating to Antarctica, she makes a case for reinventing "treaty strategy" along political lines and thereby realigning the perceptions and behaviors of those who develop treaties.
