This book is about "living with Leviathan," the modern state. As the power of government has increased, is increasing, and shows no sign of diminishing, it becomes a sprawling organism which will serve the public interest only if people think hard about what they want from it. It has to become more sensitive to the knowledge explosion (particularly in the social sciences) and the revolution in morality.

The theme has provoked an inclusive collection of critical essays probing, and thus hoping to shape, the future society and politics of Canada in the new climate of opinion that has followed the election as Prime Minister of Pierre Trudeau.

The essays come from the University League for Social Reform, an informal group of university professors, young rather than old, to the left rather than the right, who meet together in Toronto each year to discuss some aspect of the problem of the relationship of Canadians to their society, their government, and their future.

Academics interested in influencing policy, they like to think of themselves of the first wave of the drive for Ivory Power.
