In AD 70, or thereabouts, Vespasian granted the rights of Latium to Spain, an act described by Pliny as (in Pintado's words) `the most important and largest concession of privileges made in the whole era of the Empire'. This detailed study, over half of which comprises meticulous notes, examines the reasons for the grant, identifying financial and religious motivations.
