Viktor Chernov (1873-1952), the leader and ideologue of the party Socialist-Revolutionaries (EsEr), the author of several works in sociology and agrarian issues, was elected chairman of the first Uchreditel'noe Sobranie (All-Russian Constituent Assembly) in 1918.
