This is the third volume of the series "Special Journals of the Soviet of Ministers of the Russian Empire". Journals for 1906-1908 were published in 1979 in very small printing and were practically not available. The Journals give quite objective information about the Russian economy and the way the government regulated it. The publication shows the functions and the scale of government intervention in the Russian economy, as well as its main priorities and directions. Each journal is a report to the Emperor, his comments and conclusions defined or corrected the government actions. The Journals were signed by Petr Stolypin, the prime-minister of the Russian Empire (1906-1911). The Journal of 1910 includes 119 documents with comments.
