Global Marshall Plan : Theory and Evidence

Computer simulations of a model of a massive, world-wide foreign aid program—a Global Marshall Plan— suggest that world poverty might be virtually eliminated within 50 years without reducing living standards in the rich nations. These results suggest the advisability of initiating a real-world Global Marshall Plan on a tentative and provisional basis, since only an actual experiment with such a program can yield conclusive evidence on its potential.
