The administrative reforms of Catherine the Great are studied much less than the reforms of Peter the Great. This monograph focuses the Catherine's reforms in the city and territorial governments based on archival documents of the Tver Gubernia. The author discusses the goals and meaning of these reform and their contribution to further centralization of the administrative system in Russia. Bibliographical references.
