Supported by the studies by predecessors, using Chinese and Tibetan literature unearthed in Dunhuang and Xinjiang, and historical data such as Chinese and Tibetan history books and stone inscriptions handed down from ancient times, the book explores the systems involved in officials, official credentials, tigers fur, military, delivery station, laws and administration of justice in political aspects when Tibetan regime in the western regions in Gansu Province, the systems involved in economic aspects such as tax, labor, granary and city coupons, and the systems involved in religious aspects such as the temples, monasteries and monk officials. The book with complementary new material and new questions explains the authors own views and opinions.
