From the author's preface--It was felt that much had been written about American Far Eastern policy in connection with the Manchurian incident and events of the years immediately preceding Pearl Harbor. In contrast, however, little attention had been paid to the development of that policy in the mid-1930's. Yet here was a point in time when Japan and China were involved in a continuous struggle which had profoundly important implications for the United States.
