The Phantom Public is one of the most famous works of Walter Lippmann, which is the companion piece of Public Opinion. According to Lippmann, the average voter is incapable of governance; what is called the public is merely a ""phantom."" The public cannot own the political ruling power, and they can only step down from the throne and do what they should do.
